If you come across an old bookmarked MEW appointment link that no longer loads or redirects oddly, that’s why: the ministry retired its standalone booking page in favor of the shared Meta system. Step 1: Register a Meta Kuwait Account (First-Time Users Only)

If you’ve never used Meta before (not even for MOI or Civil ID appointments), you need to create an account first – you cannot book directly as a guest.

  1. Go to meta.e.gov.kw using a desktop browser or your phone’s browser.
  2. Click Register as a New User (usually near the login button).
  3. Fill in the registration form:
    • Civil ID number – your 12-digit number
    • Civil ID serial number — the shorter serial printed on the back of your Civil ID card, not the 12-digit number on the front. This is the field most people get wrong, so check the card carefully.
    • Mobile phone number — the number registered with your Civil ID/PACI record works best, since it’s cross-checked
