Who Actually Needs This Certificate?
This isn’t something every Civil ID holder will ever need to touch. It tends to come up in a handful of specific situations:
Leaving Kuwait for good. If you’re relocating permanently – say, moving on to Canada, the UK, or Australia after years in Kuwait – immigration departments in these countries often want documented proof of your address history abroad as part of their assessment. This certificate is the Kuwaiti government’s answer to that request.
Long-term or immigration visa applications through an embassy. Embassies handling skilled-worker visas or permanent residency cases sometimes ask applicants to formally document where they lived while working overseas. This is the correct paperwork for that box to tick.
Bank compliance checks (KYC). Getting It Through Sahel: The Actual Steps
Everything happens inside the app. If you haven’t used Sahel before, it’s worth reading a login walkthrough first, since the app’s interface is entirely in Arabic and can be confusing on your first attempt.
Here’s the path, step by step:
- Log in to Sahel using your Civil ID number, then confirm your identity through Kuwait Mobile ID when the app asks.
- Tap Services – it’s the second icon from the right along the bottom bar.
- Scroll to PACI within the list of government authorities and tap to open its services.
- Look for “Certificates” (شهادات in Arabic) inside the PACI menu.
- Select “Certificate of Previous Addresses” (شهادة العناوين السابقة). Your basic details should already be filled in from your Civil ID record – just review them for accuracy.
- Submit the request. You’ll get a confirmation with a reference number worth saving.
- Track and download. Head to My Requests to check progress, and once it’s marked complete, download your certificate straight from the app.
Can’t spot the Certificates section? This is a newer feature, so make sure Sahel is updated to its latest version – older installs may not show it yet. The path is always: Services → PACI → Certificates.
What’s Actually On the Certificate
Once issued, the document includes:
