Kuwait City, June 11, 2025 — Starting July 1, 2025, all expatriate workers in Kuwait’s private sector must secure an official exit permit from their registered employer before departing the country. Announced via a ministerial circular from First Deputy Prime Minister and Interior Minister Sheikh Fahad Al-Yousef, the move aims to tighten oversight of expatriate mobility while safeguarding both worker and employer interests.

Under the new process, exit permits will include the employee’s personal details, intended travel date, and mode of transportation. Applications must be submitted electronically—either through the SAHEL mobile app or the Public Authority for Manpower’s website—to ensure fast, accurate processing. The system will automatically verify that the request matches the employer-employee records on file; any discrepancies will be referred to specialized labor departments for review.
