Kuwait Government – Activate Digital Civil ID, Kuwait Civil ID on Mobile or Tab, iiQ8, PACI Public Authority for Civil Information (PACI) has launched the Kuwait Mobile ID app that allows citizens and expats in Kuwait a digital representation of their Civil ID.
What is Kuwait Mobile ID (هويتي)?
The Kuwait Mobile ID is the official digital version of your Civil ID issued by PACI (Public Authority for Civil Information). It is used for:
- Carrying your Civil ID digitally
- Identity verification in government and private services
- Digital signatures
- Storing credentials like driving licenses, birth certificates, etc.
Simply download and update your details in app, and you no longer have to carry your civil ID.
You must FIRST download the app “Kuwait Mobile ID”. Downloadable links provided below for ANDROID – PlayStore & iPhone – AppStore

The Kuwait Mobile ID application is available in English and Arabic.

You have to Enroll the app by using the below details :

Follow the instructions on the scree, you have to provide a PASSCODE to open the Kuwait Mobile ID app in your device.

📋 Who Can Use Mobile ID?
To activate Mobile ID, you must:
- Be a Kuwaiti citizen or resident
- Have a valid smart Civil ID (not expired)
- Be 5 years or older
- Use a smartphone or tablet with Android 8+ or iOS 13+
- Have your Civil ID number and card serial number
- For expats: passport number
- A clear selfie
- A valid mobile number and email address

Steps to Activate Mobile ID
- Download the App
- Go to Google Play Store (Android) or App Store (iPhone)
- Search for “Kuwait Mobile ID” or “هويتي”
- Install the app
- Open the App and Register
- Launch the app
- Choose “Online Registration”
- Enter Your Personal Details
- Civil ID number
- Card Serial Number (found on the back of your Civil ID)
- Passport number (for non-Kuwaitis)
- Your mobile number and email address
- Take a Selfie
- The app will ask you to take a live photo to verify your identity
- Submit the Info
- Confirm all details
- You’ll receive an OTP (One-Time Password) via SMS
- Enter OTP
- Enter the code to verify your phone number
- Set a PIN
- Choose a secure 4-digit PIN to protect your Mobile ID
- Finish Activation
- Once verified, your Mobile ID will be active and visible in the app
