Every application starts online at the official Passport Seva portal for Indian missions abroad, where you register and fill in the relevant form first — as of the most recent update, applications must be submitted through this portal before a BLS centre visit, with the centres themselves assisting with form filling, ICAO-standard photographs, and biometric submission rather than processing walk-in paperwork from scratch. How to renew or reissue your passport, step by step
- Register at the Passport Seva portal (embassy.passportindia.gov.in) using an email you check regularly — this account is where your whole application lives.
- Select the correct application type — reissue for a standard renewal, or the appropriate category if you’re adding a spouse’s name, changing address, or your passport has run out of visa pages.
- Fill in the form carefully. Your name, date of birth, and place of birth must match your existing passport exactly — small mismatches are a common cause of delay.
- Book an appointment at whichever of the four centres is closest — Kuwait City tends to have the highest volume, so Jleeb, Fahaheel, or Jahra sometimes have earlier availability if timing matters more than location. Jahra’s hours are notably shorter than the other three, so plan around that if you’re heading there.
- Attend in person with your original passport, Civil ID, and any supporting documents — self-attest all copies, and bring a recent photograph (51mm × 51mm, plain white background, both ears visible).
- Complete biometrics and submission at the centre, which forwards your application to the Embassy for processing.
If your passport is lost or stolen
This has an extra step most people don’t expect: before you can even apply for a replacement, you need a Lost Report Circular from Maktab Al-Jawazaat (Kuwait’s passport/immigration office). Alongside that, you’ll need a written statement describing how the passport was lost, two witnesses with copies of their own passports, a photocopy of the lost passport if you have one, and your Civil ID copy. Once the application is submitted with all of this, a replacement is generally issued in around 15 days if your original passport was issued by the Embassy of India in Kuwait — otherwise, expect closer to 30 days.

Police Clearance Certificate (PCC) — two different situations
Which process applies to you depends on where you’re coming from:
If you already have a PCC issued in India
A PCC issued by police authorities in your home state needs to go through an attestation chain before Kuwait will accept it: attested by the Home Department of that state, then by the Ministry of External Affairs (or its regional branch secretariat), and finally by the Kuwaiti Embassy or Consulate in India. It also needs to have been issued within 3 months of your entry into Kuwait, alongside a Finger Print Report from the Directorate General for Criminal Evidence issued within the same window.
If you need to apply for a PCC while already in Kuwait
This is the more common situation for people who’ve been working in Kuwait for a while and need a PCC for a new job, immigration, or a dependent visa elsewhere. You apply through the Embassy’s authorized centre, which verifies your documents and passport data (typically 4–5 working days), after which police verification is initiated at your given address in India. Once a clear verification report comes back, the PCC is printed and dispatched — this leg is largely out of the Embassy’s hands and depends on how quickly your local police station in India processes the verification.
OCI services
For those eligible for Overseas Citizen of India status (commonly children born abroad to Indian parents, or those who’ve taken up another country’s citizenship), OCI applications and the newer e-OCI card are handled through the Embassy in coordination with the OCI online portal. Processing involves both the Embassy and central OCI processing in India, so build in patience — check the Embassy’s website for the current OCI-specific requirements and timelines before applying, since these are updated periodically.
The Indian Community Welfare Fund (ICWF) fee
